Konstantin Markelov was born on June 16, 1962 in Nikolo-Komarovka village of Astrakhan region. His mother was a teacher at school , father – state employee, later Captain on auxiliary ships of the Caspian Flotilla.
1984 graduated from Astrakhan State Pedagogical Institute, faculty for Physics and Mathematics.
1993 graduated from Russian management Academy, specialty "Economics and Management"
1995 completed courses of personnel reserve of civil servants in the Russian Academy of Civil Service under the President of the Russian Federation
2006 defended PhD thesis in Economics.
Currently he is working on his doctoral dissertation.
1984-1989 worked as a teacher of mathematics and physics, later as a deputy headmaster in a secondary school of Poldnevoye village of Kamizyak district, Astrakhan region.
Since 1989 head of division, later secretary of regional committee of All-Union Leninist Young Communist League
1991 senior officer, later Chairman of the Youth Committee
1997 chairman of the Licensing Chamber
2001 - Member of the Federation Council of the Federal Assembly of the Russian Federation, the representative of Astrakhan region
From February 4th, 2005 – present – vice-governor, chairman of the Astrakhan region Government
Married, wife – Valentina Markelova, son – Evgeniy (born in 1988)
